What the government is buying
The Defense Logistics Agency (DLA) Troop Support is seeking suppliers for heating, ventilation and air conditioning (HVAC) equipment components—specifically an impeller for a centrifugal fan. Centrifugal fan impellers are rotating assemblies that move air or gas perpendicular to the intake, commonly used in industrial and military ventilation systems, climate control units, and air handling equipment. The DLA Troop Support manages the procurement and supply chain for construction and equipment needs across military services.
This is a Combined Synopsis/Solicitation, meaning the notice simultaneously announces the opportunity and serves as the formal solicitation document. Contractors who meet the set-aside requirements and can furnish the required item may submit offers directly in response to this notice without a separate solicitation phase.

Who can bid
This opportunity is restricted to HUBZone-certified small businesses under FAR 19.13. To qualify, your business must:
- Be majority-owned by U.S. citizens, a Community Development Corporation, an agricultural cooperative, or an Indian tribe
- Maintain its principal office in a designated HUBZone and employ at least 35% of workers from a HUBZone (reside in one or be employed at the principal office)
- Be classified as small under NAICS 333414 (Heating Equipment, Except Electric and Warm Air Furnaces, Manufacturing), with a size standard of 1,000 employees
- Hold active HUBZone certification in SAM.gov at the time of offer submission and award
You must be registered in SAM.gov and have a valid Unique Entity Identifier (UEI). Verify your HUBZone status is current in the SBA's Dynamic Small Business Search; certifications require annual recertification, and lapsed status disqualifies your offer.
How to put together a competitive bid
For DLA supply contracts, focus on these elements:
Technical compliance. Centrifugal fan impellers operate under precise rotational speeds, pressure differentials, and material specifications. See the solicitation for exact part numbers, dimensions, material grades (aluminum, steel, or composite), and performance curves. Any deviation requires explicit advance approval.
Past performance and quality systems. DLA evaluates contractor performance through its Contract Management offices. Document your experience manufacturing or supplying HVAC rotating components, especially for military or aerospace applications. ISO 9001 certification or AS9100 registration strengthens your record.
Pricing strategy. Analyze DLA's historical pricing for similar National Stock Number (NSN) items if available through FPDS or DLA's eTools. Include all costs: material, machining or casting, balancing, packaging to military standards, and delivery to the specified destination. Consider DLA's Electronic Data Access (EDA) for payment terms.
Delivery and packaging. Military packaging often requires specific preservation, packing, and marking per MIL-STD-2073. Clarify whether delivery is to a DLA depot, direct to a military installation, or through DLA's Distribution system.
Small business representations. Accurately complete all FAR 52.219 representations, including HUBZone status, size standard, and subcontracting limitations.
