DEPT OF DEFENSE.DEFENSE LOGISTICS AGENCY.TROOP SUPPORT CONSTRUCTION & EQUIPMENT.DLA TROOP SUPPORT · Response deadline: Mon, 09 Nov 2026
What the government is buying
The Defense Logistics Agency (DLA) Troop Support is soliciting bids for valves, specifically ported ball valves under Federal Supply Classification 42 (Firefighting, Rescue, and Safety Equipment; and Environmental Protection Equipment and Materials). This is a requirements-type procurement for DLA's industrial hardware supply chain.
Ported ball valves are quarter-turn valves used to control flow in piping systems. The "ported" design refers to a hollow, bored-through ball that rotates to open or close the flow path. These valves are commonly used in fuel systems, hydraulic applications, and fluid transfer operations across military platforms and facilities. As part of DLA's procurement mission, these items will likely be stocked in DLA's supply system for issue to military services and other authorized federal customers.

Who can bid
Only Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns may bid on this set-aside opportunity. To qualify, your business must:
- Be small under NAICS 332911 size standards (see the solicitation for the applicable employee or receipts threshold)
- Be at least 51% unconditionally owned by one or more service-disabled veterans
- Have one or more service-disabled veterans control management and daily operations
- Be verified in the Vendor Information Pages (VIP) system or successor platform (typically required for DLA awards)
If you are a non-SDVOSB small business, you are ineligible to receive award but may pursue the work as a subcontractor to an eligible SDVOSB prime.
How to put together a competitive bid
Understand DLA's commercial item expectations. DLA industrial hardware procurements typically favor commercially available products. Ensure your valve meets any applicable military or commercial specifications cited in the solicitation—common standards may include MSS, API, or military specifications for dimensions, materials, and pressure ratings.
Review the Technical Data Package carefully. The solicitation will specify port configuration, body material, seating material, pressure class, end connections, and any required certifications. Ported ball valves have specific flow coefficient (Cv) and port diameter requirements that affect compatibility with existing systems.
Examine DLA's pricing methodology. DLA awards frequently use multiyear requirements with estimated quantities. Pricing typically must include all delivery costs to specified depots. Review the Federal Acquisition Regulation (FAR) 52.216-22 Indefinite Quantity requirements if applicable, and understand the minimum guarantee.
Confirm your supply chain and lead times. DLA expects reliable delivery to its distribution network. If you are a distributor rather than manufacturer, ensure your supplier relationships and any required dealer agreements are documented.
Prepare required representations. SDVOSB status must be current in SAM.gov and VIP. Be prepared to provide veteran service documentation and ownership/control verification.
