Who can bid
This opportunity is strictly set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). To qualify, your business must:
- Be at least 51% unconditionally owned by one or more service-disabled veterans
- Have one or more service-disabled veterans managing day-to-day operations and making long-term decisions
- Be certified as small under NAICS 335931 size standards
- Be registered in SAM.gov with active SDVOSB status
- Self-certify in SAM.gov or hold valid SBA certification (see the solicitation for applicable certification pathway)
Non-SDVOSB firms, including other small businesses and non-veteran-owned entities, are ineligible to receive award under this set-aside.
How to put together a competitive bid
Verify your SDVOSB status early. FAR 19.14 requires active certification at the time of offer and award. If you're self-certified in SAM.gov, confirm your representation is current and accurate. If SBA-certification is required post-2023 rule changes, initiate that process immediately—it cannot be completed overnight.
Understand the product requirement. Power supply subassemblies under PSC 61 typically require compliance with military specifications (MIL-SPEC) or commercial item descriptions. The solicitation likely contains detailed technical requirements including input/output voltages, form factors, environmental ratings (MIL-STD-810), and electromagnetic compatibility. Review the technical data package and any applicable drawings carefully—DLA Land and Maritime procurements often reference specific National Stock Numbers (NSNs) or part numbers.
Assess your manufacturing capacity. NAICS 335931 covers current-carrying wiring device manufacturing. Determine whether you manufacture these items directly or would need to subcontract. Note any limitations on subcontracting; SDVOSB set-asides typically require the small business to perform no less than 50% of the cost of manufacturing with its own employees or through other similarly situated small businesses.
Price competitively for the supply chain. DLA Weapons Support operates on a lowest-price technically acceptable (LPTA) basis for many standard items, though best-value tradeoffs may apply. Research historical pricing through tools like DLA's eServices or FPDS if available. Factor in DLA's prompt payment terms and any quantity commitments.
Submit through DLA's specified electronic system. DLA typically requires submission through DIBBS (DLA Internet Bid Board System) or the Procurement Integrated Enterprise Environment (PIEE). Confirm the required submission method and any unique clauses in the solicitation.
