Who can bid
Only Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified in the SAM.gov system may compete for this set-aside. To qualify, a firm must:
- Meet the SBA size standard for NAICS 561720
- Be at least 51% unconditionally owned and controlled by one or more service-disabled veterans
- Have one or more service-disabled veterans manage daily operations and make long-term decisions
- Maintain its SDVOSB status in SAM.gov at the time of offer and award
Joint ventures are permitted under FAR 19.14 if the SDVOSB partner meets these requirements and the venture is established per SBA regulations. Non-SDVOSB firms, including other small businesses, are ineligible to bid as prime contractors.
How to put together a competitive bid
Understand the technical requirements. Custodial solicitations typically specify cleaning frequencies (daily, weekly, periodic), supplies and equipment provisions, staffing levels, quality assurance procedures, and safety protocols. Review the Performance Work Statement carefully—Army installations often require compliance with specific environmental, security, and health standards.
Price strategically. Janitorial contracts are usually firm-fixed-price or priced per facility/ per period. Analyze labor costs using prevailing wage rates if the Service Contract Labor Standards (SCA) apply—Army contracts frequently do. Factor in benefits, overhead, supplies, equipment, and management costs. The government often evaluates on lowest price technically acceptable (LPTA) or best-value tradeoffs; the source selection method see the solicitation.
Demonstrate past performance. Prepare references from comparable federal, military, or commercial custodial contracts of similar scope and complexity. Army contracting officers scrutinize performance on previous government work.
Address small business subcontracting. Even as an SDVOSB prime, you may need to outline subcontracting plans if the contract exceeds thresholds; requirements see the solicitation.
Ensure SAM.gov compliance. Verify your SDVOSB certification is current, your SAM registration is active, and your entity profile accurately reflects your status. Registration issues are a leading cause of bid rejections.
Submit a complete package. Combined synopsis/solicitation notices often require offers by the stated deadline with specific forms (SF 1449, price schedules, representations and certifications). Late or incomplete offers are non-responsive.
