This is a construction requirement under VA Network Contract Office 4's jurisdiction, with work falling under commercial and institutional building construction.
Roof replacement at active medical facilities requires careful coordination to maintain operations, protect patients and staff, and comply with healthcare facility standards. Who can bid
Only Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) may bid on this set-aside. To qualify, your firm must meet all SBA and VA requirements:
- Service-disabled veteran ownership: A service-disabled veteran must unconditionally own at least 51% of the business
- Control: The service-disabled veteran must control the company's management and daily operations
- Size standard: For NAICS 236220, the Small Business Administration size standard is $47.5 million in average annual receipts; verify your firm is below this threshold
- VA verification: Your firm must be verified in the VA's Vendor Information Pages (VIP) system as an SDVOSB or VOSB
- SAM registration: Active registration required in SAM.gov
Non-SDVOSB firms, including other veteran-owned businesses without service-disabled status, cannot bid as the prime contractor but may seek subcontracting opportunities.
How to put together a competitive bid
Obtain complete drawings and specifications. Construction solicitations typically reference a full technical package. Request these through SAM.gov or the contracting officer promptly—lead time is short.
Demonstrate healthcare facility experience. VA roof replacements demand proven ability to work in occupied medical environments with infection control, noise restrictions, and emergency egress requirements. Highlight similar federal or hospital projects, especially VA or DoD facilities.
Price labor and materials strategically. Construction bids require detailed line items. Verify bonding requirements (typically 100% performance and payment bonds for construction). See the solicitation for bond thresholds and any required bid guarantee.
Account for Davis-Bacon Act wages. Federal construction contracts require paying prevailing wages. Confirm wage determinations in the solicitation and price accordingly.
Subcontracting plan. If your firm will exceed applicable subcontracting thresholds, prepare a plan detailing SDVOSB, VOSB, and small business subcontracting goals.
Past performance references. Have at least three relevant references ready, preferably for roofing or healthcare construction projects of comparable complexity.
